Won't newly created jobs in America leave to just like all the rest of the others?

Is outsourcing getting better? I mean, are we actually doing something about it? Can we or are we doomed to failure? If we create more jobs, won't they just leave to? People keep saying we should lower regulation, or we should highly tariff imports, etc. But my question is, are we doing any of that? I mean what exactly are we doing about this issue? People keep say we can create jobs, but won't they just leave to?
