Copyright Infringement/Harment?

A yahoo member has downloaded an image of my son and daughter-in-law from my website. They then defaced the image with vulgarities and stored it on another website and sent me a message with the defaced image linked. This was done as pure harment to cause not only myself, but also my son and daughter-in-law suffering. Photobucket has deleted the image but will not delete the account. This allows the individual to continue to do this. What should I do.
